Looks like she is wearing a kimono with a winter pattern.
I thought that too at first, but Yoshiko points out it’s a raincoat over her kimono (can’t see the obi).

The collar is red with a moderate amount of white, and her makeup doesn’t go all the way to the hairline, so I would guess she’s a higher ranking maiko.
